The FBI Citizens’ Academy Foundation of Cleveland was formed in December, 2004 and is a nonprofit public service organization with the goal of promoting safer communities in the greater Cleveland metropolitan area.  The members believe this can be accomplished by improving understanding and encouraging appreciation of law enforcement among the citizenry and community leaders.



The FBI Citizens Academy Foundation of Cleveland is a member of the FBI National Citizens Academy Alumni Association.  The FBI National Citizens Academy Alumni Association is a community-based and supported organization, distinct and separate from the FBI, designed to promote a safer community through community service projects and a process of educating business, labor, media, medical, minority, religious, government, senior citizens, and other community leaders about law enforcement, with particular emphasis on the mission, resources, and limitations of the FBI.

Keynote Speaker –  FBI Special Agent, Phil Andrew.

“Negotiating For Life

Phil Andrew is a Special Agent with the Federal Bureau of Investigation (FBI) – recently returning home to the Chicago Division and Chicago Crisis Negotiation Team (CNT).  In 1997, he started with the FBI’s Kansas City Office working Criminal, Counterintelligence and managed Topeka’s Joint Terrorism Task Force.  In 2003, Phil transferred to the FBI’s flagship New York Office primarily working National Security matters and led the New York Office’s CNT.  He has deployed on numerous domestic and international hostage takings. In 1988, as a college student, Phil and his family were taken hostage in the culmination of a deranged person’s attack on a suburban community in which six elementary school students were shot in Winnetka, Illinois.  Decades before recent school violence, this incident involved multiple crime scenes, an incendiary cyanide device, mass poisoning, arson, shootings and a hostage taking.  SA Andrew’s “Negotiating For Life” provides a unique and personal account of the dynamics of a critical incident, perseverance and positive community action.
